564 amy G. We do not think there would be te prospect that the boycott would be ended as a result of the Mission visiting Canton. The reverse in fact. There is now a gradual improvement in British Trade conditions, but if the Mission goes to Canton, the probability is that the Cantonese would be encouraged to tighten the boycott with a view to getting better terms.

H. Two informal visits have this month been paid

to Hong Kong by Lord Willingdon (without his colleagues), while proceeding from Shanghai to Manila and returning. Hong Kong University was then in session and advantage was taken of the opportunity to explain its needs. On 1st June the long vacation of 4 months begins, and during that period the University will be closed.

In the circumstances given above I urge, most earnestly, that the Government will stick to the decision, which it came to previously, that Lord Willingdon's Delegation should not proceed to Canton at this juncture.
